Ewww. Hydro Pump isn't very hot, as it has an annoying propensity for missing at the worst times. Signal Beam is a horrible move because all its letting you do is hit Psychic SE: Ice Beam covers grass, which is what Lanturn wants to do anyways. Discharge is alright over T-Bolt, but Lanturn would prefer the power. Replace Signal Beam for Rest: you already have a Chesto Berry, after all.
