Its Okay.

It needs serious balancing out.

I'll do a summary of each pokemon for you.

Empoleon.

The moveset isnt that great. You have alot of the same type of moves which would mean it would be easily crushed by someone who knows their stuff.

Try this

Ice Beam

Surf/Hydro Cannon/Hydro Pump

Drill Peck

Earthquake (to combat its electrical weakness)

Giratina.

I know you havn't altered much of this because its the moveset of when you catch it. I think its pretty good though.

Heatran.

The only thing i would change on this is Fire Spin. Keep Scary Face as Heatran is sloooow. Change Fire Spin For Flamethrower.

Cresselia.

Give it Psychic or Psycho Cut to replace Mist or Futuresight. Whichever you dont replace for either of them i would teach it something to counter its Dark weakness (..... Blast? cant remember the first word of it. Its a TM)
