I have encountered this problem once and it turned out that the mother board was faulty.

If possible, try rebuilding another pc with the same components but on another main board. If windows install--%26gt; Mother board problem

have someone check you ram from the shop you bought it from, reformat the hardisk using discwizard from seagate. remove the overclocked stuff whatsoever and try reinstalling it again.

if you installed windows vista and used the crack that emulates the bios as an acer or an hp bios/motherboard... im not sure but you might've messed something up. try resetting your bios by removing the battery for 10-30 sec and put it back on.

try reinstalling vista/xp on it. if it still not working right there might be a component that's not functioning right.

try swapping out the cdrom see if thats the issue, if not then start taking off all the peripherals and find the problematic component. make sure all bios settings are at default.
